The Town of Wilson's Mills, NC is located in Johnston County and was incorporated in 1996. The Town operates under a Council-Manager form of government with five (5) members who are elected for four-year staggered terms. The qualified voters of the entire Town elect the Mayor. Regular meetings of the Town Council are held on the 3rd Monday of each month at 6:30pm.

Following the recent passing of Mayor Fleta Byrd, the Town of Wilson’s Mills is accepting applications from qualified residents interested in being considered for appointment to serve the remainder of the unexpired mayoral term through December 2027.
The Mayor of Wilson’s Mills is ordinarily elected by the citizens of our community. When a vacancy occurs before the end of a term, however, the Town Council is responsible for appointing a qualified individual to serve the remainder of that term.
Serving as Mayor is an important opportunity to represent Wilson’s Mills and its residents. The Mayor presides over meetings of the Town Council, serves as a visible representative of the Town at community and ceremonial functions, and plays an important role in fostering communication, community engagement, and civic leadership.
Under the Town’s form of government, the Mayor does not vote on matters before the Town Council except in the event of a tie. While the day-to-day administration of the Town is the responsibility of the Town Manager, the Mayor continues to hold an important and distinct role as an elected leader and representative of the community.
The Town Council will review the applications received and appoint a qualified individual to serve through December 2027.

Before her election as mayor in 2022, she served as the town's Zoning Officer, gaining valuable experience in municipal planning and compliance.
Beyond her official duties, she co-manages a family farm and serves as pastor at Wilson’s Mills Advent Christian Church, reflecting her deep commitment to faith and community service. Councilmember Carolyn Dobbin was elected in 2019 and is currently serving her second four-year term as Councilmember and the liaison for the Planning Department. She is the daughter of the late George & Nora Whitley of Wilson's Mills. She was raised in Wilson's Mills and is a graduate of Smithfield-Selma Senior High School. She then went on to complete two years at Johnston Community College.
Ms. Dobbin worked for the Office of State Personnel in Raleigh before retiring in 2014. Prior to being elected Town Councilmember, she also served on the Wilson's Mills Planning Board. Ms. Dobbin hopes to use her time as a Councilmember to prioritize police safety, community appearance and continued growth, and activities and recreational opportunities for the people of Wilson's Mills.

David McGowan is a married father of two with four grandchildren. He holds a B.S. degree in Aviation with a minor in Management. Mr. McGowan's career highlights include having been a U.S. Army Captain and aviator flying combat in Vietnam from 1969-1970, a Baltimore City Police Detective, and 14 years as the Public Address Announcer for the Baltimore Orioles Baseball Club at Camden Yards in Baltimore, Maryland.

Doris Riley has been a resident of Wilson’s Mills for five years and is deeply committed to serving the community she calls home. Since moving to town, she has been actively involved in local initiatives, including three years of service on the Wilson’s Mills Planning Board and two years with the Community Outreach Resource Team at Wilson’s Mills Advent Christian Church. Doris has a passion for helping others and looks forward to continuing her service to the town’s residents as a member of the Town Council.
